目的:对三级医院课题进展情况进行分析,发现科研课题存在的科研风险,探讨控制策略,从而避免科研风险的发生。方法通过检查某三甲医院2013年-2014年度在研的纵向课题进行执行情况,将发现问题汇总分析。结果在研课题存在着实验记录不规范88项次,占总课题的36.7%;课题进展滞后73项,占30.4%;实验数据与预期不符6项次,占2.5%;经费支出滞后或实际支出与预算不符190项次,占79%。结论科研课题面临着医学伦理风险、人员风险、技术风险和经费风险。针对四类风险提出相应的控制措施,需制订风险预案、维护受试者的健康和利益、建立刚性约束与柔性激励结合的人才管理制度、构建多部门联动机制管理科研经费,才能有效规避风险的发生。

Objective To analyze project progress of tertiary hospital,find the risk of scientific research subject,discuss the control strategy,so as to avoid the risk of scientific research.Methods Checking longitudinal project implementation from 2013 to 2014 in a tertiary hospital find the problems and summarize them.Results There are many problems in researching topics such as the record is not standard 88 items,accounting for 36.7% of the total project; Project progress lags 73 items,accounting for 30.4%; Experimental data do not tally with the expected 6 items,accounted for 2.5%; Spending lag or are not in conformity with the budget and actual spending 190 items,accounted for 79%.Conclusion Research projects are faced with the risk of medical ethics,personnel risk,technology risk and funding risk.In view of the four types of risk,control measures are put forward.We should make the risk plan,safeguarding the health of the subjects and establish rigid constraint and flexible incentive combination talent management system,build more department linkage mechanism management of scientific research funds,to effectively avoid the happening of the risk.
