本文首先对我国保障性住房政策以及“十二五”时期我国保障性住房建设已完成情况进行总结；其次通过计量模型分析预测“十二五”时期末及后“十二五”时期住房保障比例，得出“十二五”时期保障性住房20%覆盖率规划目标并不能满足住房需求，保障性住房建设任务依然艰巨的结论；针对建设过程中存在的问题，本文从土地供应、资金、建设管理以及制度体系等方面提出策略建议，为后“十二五”时期我国保障性住房建设提供参考。

본문수선대아국보장성주방정책이급“십이오”시기아국보장성주방건설이완성정황진행총결；기차통과계량모형분석예측“십이오”시기말급후“십이오”시기주방보장비례，득출“십이오”시기보장성주방20%복개솔규화목표병불능만족주방수구，보장성주방건설임무의연간거적결론；침대건설과정중존재적문제，본문종토지공응、자금、건설관리이급제도체계등방면제출책략건의，위후“십이오”시기아국보장성주방건설제공삼고。
The paper ifrstly summarizes the policy of security housing and the completed construction of security housing in the 12th Five-Year Plan. Through analyzing and forecasting the proportion of housing security in the end of the 12th Five-Year Plan and after the period by the econometrics model, the paper secondly raises the point that the 20%coverage rate in the 12th Five-Year Plan can not meet the need and the task of security housing is still arduous. In view of the problems in the construction of security housing, the paper makes suggestions from the supply of land, ifnance, the management of construction and the system, providing reference for the construction of the period after the 12th Five-Year Plan.
