结合长沙市潇湘南大堤工程建设管理情况，从项目水利堤防工程设计方案和市政道路工程设计方案出发进行分析，找出两个行业对路堤结合项目建设要求的关键技术点，充分分析比较水利、市政两个行业标准和技术要求，有针对性地就土方回填、压实标准、搭接处理、轻击94区分界等4个关键施工技术点详细进行分析，确定“抓住主要矛盾，就高不就低”的基本原则，寻求最为科学合理的解决方案，力图使得两个行业标准在路堤结合项目建设中能有机结合，为堤防工程和道路工程实现有机结合奠定基础，实现实现资源节约型、环境友好型“两型”项目建设。
