为实现水利工程施工安全标准化体系的系统性分析与评价,根据水利工程施工安全标准化特点,借鉴软件能力成熟度评估框架,提出水利工程施工安全标准化体系成熟度评价方法。首先,进行安全标准化体系建设成熟度分级,提炼各级别的关键特征;其次,依据《水利安全生产标准化评审管理暂行办法》,建立安全标准化评价指标体系,确定评价标准;然后,以问卷调查结果为基础,采用分级加权法,量化评估安全标准化体系成熟度等级,通过构造成熟度蛛网模型图,分析影响安全标准化体系成熟度水平的主要因素。最后,通过一个案例验证了模型方法的可行性与有效性,为安全标准化体系建设提供一条分级提升的路径。

To realize the systematic analysis and evaluation on safety standardization system for construction safety of hydraulic engineering, a maturity evaluation method of safety standardization system was proposed by using the software capability maturity for reference .Firstly, the safety standardization system maturity was divided into five grades according to the key technological capability maturity .Secondly, an index system of safety standardization e -valuation was built and the evaluation criterions were established according to "hydraulic safety production stand-ardization evaluation management interim measures ".What’s more, the hierarchical weighted method was used to quantitative the maturity level of safety standardization system through a survey .And a maturity cobweb model of safety standardization system was constructed to analyze the principal factors which may influence the maturity eval -uation of safety standardization system .Finally, the feasibility and validity of this approach , which provides a grade promotion path for the construction of safety standardization , were illustrated by an example.
