在满足室内照明度要求的情况下，在室内实现下行通信；同时以三基色LED为基础，终端可以将预发送信息调制成数字脉冲，通过 LED 发送到天花板的接收基站，每一个用户用不同的正交地址码以示区别，基站接收机接收到光信号后，将光信号解调成数字信号，识别是哪一个用户发送的信息，并将信息传送到外部网络，实现终端的上行通信。
