公共文化服务一直以来都由政府大包大揽，因此也不可避免地存在着政府供给机制的弊端。随着我国政府改革的不断推进，有必要借鉴公共治理的相关理论，在坚持政府主导的前提下，积极探索政府、市场和社会“多中心”协同共治的发展思路，通过建立“多中心”治理的政策和制度体系、构建“多中心”治理的决策和监督机制、完善“多中心”的供给体系等措施，创新当代公共文化服务供给模式。
