相较于“省考”教师资格证书制度而言,“国考”教师资格证书制度体现出对报考者学历条件要求更高,考试内容和科目增加,难度增大以及取消师范生免试资格和打破教师资格终身制等特点。国考教师资格证书制度的出台及实行,提高了对教师职业资格准入的要求,有利于教师整体素质的提升;打破了教师资格终身制,有利于树立教师职业危机意识,促使其实现自我蝶化发展和专业化成长。但在其试点过程中,仍然存在国家统考与地方适用的矛盾、教师教育体系的开放性与准入难度大造成对优秀教师资源排斥的矛盾以及师范生因取消免试资格所带来的师范院校招生被动等诸多问题。立足问题,思考相应的解决办法,对于教师资格证书制度的完善、教师整体职业素质的提升具有重要意义。

Compared with the"Provincial Examination"in Teacher Certification System , the"Na‐tional Examination"in Teacher Certification System reflects higher requirements for academic qualifi‐cations , w hich adds examination subjects and contents , increases difficulties , cancels the exemption qualifications of normal college students and breaks the lifelong teacher certification system etc . . T he announcement and implement of the"National Examination"in Teacher Certification System improves the requirements of teacher occupation qualification that enhances the quality of teachers , breaks the lifelong teacher certification system , w hich helps to set up the consciousness of teacher occupation cri‐sis and promote to realize self -development and professional grow th . But in the course of its pilot‐ing , the contradictions betw een national examination and the application of local place , the open of teacher education system and access difficulty causes rejection of the resources of outstanding teachers and passive enrollment in normal college students brought by canceling exemption qualification still re‐main . Based on these problems , with regard of the corresponding solutions , it is important to the per‐fection of the teacher certification system and improving the overall quality of teachers .
