It’s well known that water safety is the basic element of water ecological system of a city. Water safety may have many aspects and most important part is flood control. This paper describes a method of flood safety control analysis with GIS and apply it into a district of a city—Hengshui city in Hebei Province. The result is apparent and suggests the government take some actions to give flood control.
