社区治理是实现政府善治与社会和谐的重要途径之一，是社区的未来发展方向。社区治理强调治理主体的多元化发展，社区居民更多地参与到社区治理之中是其本质特征。随着经济的全球化与政治民主化进程的加快，客观上促使国家对社会与经济的干预逐渐减少，由统治变为治理，通过公民社会来维持社会的和谐稳定。公民意识的觉醒是公民社会发展的动力，同时也是促使居民参与到社区治理中的助推剂。首先分析了社区治理中公民意识的觉醒，进而更深一层次的探析了社区治理中公民意识缺乏所引发的困境，最后阐明了社区治理中公民意识培育的紧迫性。

Community governance is an important way to achieve good governance and social harmony ,and to be the future direction .More residents participated in community governance is the essential feature of Community governance which emphasizes on the diversification of governance'principal part .With the speeding up of economic globalization and political democratization ,Government ,from rule to manage‐ment ,gradually reduce intervention in social and economic and maintaining social stability by civil society . The awakening civic consciousness is the driving force of the civil society development ,and is promoting residents to participate in community governance .This article first analyzes the awakening of civic con‐sciousness in the community governance ,and then explores trouble caused by the lack of civic conscious‐ness ,finally explains the urgency to cultivate the citizen consciousness in community governance .
