For the increasing need of the social and economic development and the construction of ecological civilization in Ningxia for the disaster prevention and mitigation to be served by the weather modification, some thoughts and suggestions about how to strengthen the construction of weather modification ability in Ningxia under the new era of "deepening the re-form and building a open,rich, harmonious and beautiful Ningxia" are discussed from the aspects of strengthening the con-struction of weather modification infrastructure, developing the weather modification core technology,expanding the weather modification service areas and strengthening the personnel training and post training.
