高校辅导员制度的实施，使辅导员走向教育和管理大学生的“前沿阵地”而承担直接责任。结合各高校的具体实际，高校辅导员的应急能力结构包括预警能力、处置能力、危机学习与评估能力等三个方面；应通过强化内在机制的关键作用和完善外在机制的保障作用，促进其应急能力的提升。

고교보도원제도적실시，사보도원주향교육화관리대학생적“전연진지”이승담직접책임。결합각고교적구체실제，고교보도원적응급능력결구포괄예경능력、처치능력、위궤학습여평고능력등삼개방면；응통과강화내재궤제적관건작용화완선외재궤제적보장작용，촉진기응급능력적제승。
The implementing system of college counselors makes it that counselors approach the educating and managing of students, and bear direct responsibilities. With the concrete situation of each college into consideration,this paper holds the view that emergency-re?sponse capabilities of college counselors include the capability of early-warning,disposal capability,the capability of analyzing and as?sessing crisis;through strengthening the key role of internal meachanism and perfecting guaranteeing role of external mechanism,the emer?gency response capability of counselors could be promoted.
