深化国企改革要求调整国有资产管理体制，实现从管国企到管资本的转变，以“管资本”的方式带动国企的转型，带动国有企业布局结构的调整与机制创新。实现政企的真正分开，实现资本、劳动力等要素市场体系与产权变革的匹配。深化国企改革，实现其股权多元化、治理结构的科学化，政府要敢于担当，冲破利益束缚，实现有效产权保障、规范市场秩序，让市场在资源配置中发挥决定性作用。

To deepen reform of state-owned enterprises (SOE), the management system of state-owned assets must be adjusted to realize the shift from SOE management to capital management, and therefore to drive the transfor-mation, topological structure adjustment, and mechanism innovation of SOE through the method of "capital manage-ment." Genuine separation between government and enterprises, and the matching between factor market system and ownership change must be realized. To diversify SOE equities and scientize governance structure in the surge of SOE reform, the government must be brave to shoulder responsibility to break interest shackles, to effectively safeguard property rights, to regulate market order, and to let market play the decisive role in resource allocation.
