装备采购招标项目方案能否成功并不完全取决于其某个方面的优势,而是取决于该项目方案的各个方面是否都有保障。因为军品更加注重质量和项目进度的按时完成,或者说,采购方案的成功取决于其弱项具有足够的强度,用“木桶原理”的术语,就是该项目方案的“短板”应该有足够的长度。论文通过发现投标人“短板”的方式,借鉴一种依据短板式的评标方法。即从最不利于投标人的角度进行评价,突出其劣势特征,从而确保装备招标工作的顺利完成。论文还以我军某装备采购项目为例进行理论结合实践的分析,争取降低招标采购的风险性。

Equipment procurement bidding project plan's success does not all depend on its advantages ,but rather de‐pends on whether all aspects of the project plan is guaranteed ,because the military pay more attention to the quality and pro‐ject schedule ,or rather ,the success of the procurement plan depends on the strength of its weaknesses ,that is the“cask principle” .It means the“short board” of a project plan should be long enough .Based on how to find the bidder's “short board” and to form a basis for short plate to bid evaluation method ,from the perspective of the most detrimental to the bid‐der ,and its disadvantage is highlighted to ensure the smooth completion of the bidding work of equipmen .This article also analyses equipment procurement project ,not only in theory but in practice ,try to reduce the risk of bidding procurement .
