分析浙江省FDI投资区位差异，探寻导致FDI差异的因素，对于缩小区域FDI差异，协调区域经济发展，具有积极意义。运用标准差、变异系数、Theil指数定量分析2001年～2012年浙江省11个地级市实际利用FDI在时间尺度上地带间、地带内及市际差异变化状况。浙江省实际利用外资总差异呈现U型变化趋势，2001年～2006年区域总差异逐渐缩小，2007年～2012年呈现扩大的趋势，其中地带间差异大于地带内差异，地带间差异是构成总差异的主要因素；地带间的离散系数呈现逐渐增大的变化规律；然后分析影响浙江省FDI区域差异及其变化的主要因素，最后为浙江省缩小FDI区域差异提出了相关政策和建议。

Analyzing the regional difference of FDI in Zhejiang province, ex-ploring the factors leading to regional difference of FDI has a positive sig-nificance for narrowing the difference of regional FDI and coordinating re-gional economic development. This paper makes a quantitative analysis of mea-suring temporal changes of inter-urban, inter-regional and infra-regional di versity of Foreign Direct Investment(FDI) of Zhejiang province during 2001- 2012 with Theil Index. The results can be summarized as follows: the inter-urban diversity of Zhejiang attracting FDI presents a U change trend, it is narrow-ing from 2001 to 2006 and is expanding from 2007 to 2012; the inter-regional diversity is greater than infra-regional diversity, and the inter-regional di-versity plays a major role affecting the inter-urban diversity, which has a close relationship with China’s accession to the WTO in 2001 and the interna-tional financial crisis in 2007. And then the rule of separation of conver-gence between northeast and southwest of Zhejiang is compared quantitatively in Separation Factor Method. Moreover, five factors influencing the inter-ur-ban diversity of Zhejiang’s FDI are analyzed. Finally, put forward some poli-cies and proposals for narrowing regional differences of FDI.
