科学发展观将人的价值设为社会发展的衡量尺度和价值导向，使“以人为本”理念贯穿于中国特色社会主义事业的始终，赋予“人”在现阶段更丰富的哲学内涵和实践价值。从马克思主义哲学视角出发，结合中国现实国情，考察“以人为本”的哲学本质及其在科学发展观中的核心地位和在社会建设中的重要作用，指出全面建设小康社会和伟大“中国梦”的提出，既是将“以人为本”之“人”作为最终实现的依靠力量，同时也将“以人为本”之“人”作为为之奋斗的目标，也是对“以人为本”之“本”的体现。
科學髮展觀將人的價值設為社會髮展的衡量呎度和價值導嚮，使“以人為本”理唸貫穿于中國特色社會主義事業的始終，賦予“人”在現階段更豐富的哲學內涵和實踐價值。從馬剋思主義哲學視角齣髮，結閤中國現實國情，攷察“以人為本”的哲學本質及其在科學髮展觀中的覈心地位和在社會建設中的重要作用，指齣全麵建設小康社會和偉大“中國夢”的提齣，既是將“以人為本”之“人”作為最終實現的依靠力量，同時也將“以人為本”之“人”作為為之奮鬥的目標，也是對“以人為本”之“本”的體現。

The Scientific Outlook on Development points out that human value is the guide and scale of the social development, and “people-oriented” concept is throughout the course of the Chinese characteristic socialism, giving human more richful philosophical connotation and practical value at this stage. From the perspective of Marx 's philosophy, combining the situation of reality, this article will examine the nature of “people-oriented” and its status in the Scientific Outlook on Development and the important role in the social development, subsequently to get the present of building a well-off society in an all-round way and the great “China Dream”, it is the “people” of the “people-oriented” as the final dependent forces, at the same time it is the “people” of the “people-oriented” as the objective of the struggle, to be the embodiment of “oriented” of the “people-oriented”.
