目的 探讨建立一套完整的医院科研绩效评估系统.方法 基于文献调研、专家论证等方式确定评估系统中的投入、产出指标内容和权重系数.自2004年至2012年采用本系统,每年1次对临床医技科室进行年终科研绩效评估.结果 确定了科研绩效评估系统中的科研投入(Y)、科研产出(X)和科研产出与科研投入比值(Z=X/Y)等3方面内容及各项指标的权重系数.②分析全院42个科室连续9年的绩效评估数据,结果显示每年的产出/投入比值排名前3位的科室为3个国家重点学科牵头科室(仅1个科室在2010年排名第4);产出/投入比值大于1的科室在9年间增加了3倍.整体的产出/投入比值呈现逐年增加趋势,其中重点学科增加幅度较为明显,有实验室建制的科室增加幅度高于没有实验室的科室.结论 该科研绩效评估系统能客观真实地反映医院参评科室的科研状况和发展趋势,并且,评估系统对医院科研的发展具有一定的导向作用.

Objective To develop a set of performance appraisal scoring system for medical scientific research in the hospital and apply it to all clinical departments.Methods Based upon extensive literature reviews and experts' ideas,we specified the input and output of each indicator,and defined the weight coefficient in the system.From 2004 to 2012,the system was used to evaluate the research performance for all clinical departments each year.Results Established three main perspectives of the performance appraisal scoring system:research input (Y),research output (X)and the ratio of output to input (Z =X/Y),as well as the weight coefficient of every indicator.This system was adopted to assessall 42 departments of the hospital for 9 years.According to Z value,it is observed that the top three departments in performance ranking for 9 years were all the key disciplines of national level departments (only one of them ranked No.4 once in 2010).The result also showed that the number of departments whose Z value was greater than 1 in these 9 years increased by three times.The overall average Z value of all departments increased year by year,and among them the host departments of key disciplines of national level,ministry level,Beijing municipal level departments exhibited increasing tendency more apparently.The department hosting an independent laboratory had a higher Z value than those without a lab.Conclusion The performance appraisal scoring system can objectively reflect the status of all participated departments in the hospital.Furthermore,this system to some extent oriented the direction of medical research development in the hospital.
