自然灾害给社会正常的生产生活带来严重损害,而伴生性消极性集群行为诸如集体冷淡/恐慌、羊群逃逸以及趁难造乱等使得灾害损失更加深重,迫切需要治理.信息是消极性集群行为发生及演变的关键因素,以信息要素对消极性集群行为的影响作用进行研究,从信息发送、传导、采纳以及反馈等传播环节分析隐含的信息障碍因素,发掘自然灾害条件下民众消极性集群行为的信息致因.最后针对各环节障碍因素,从建设自然灾害应急公共知识平台、加强网络执政能力及提升信息反馈效用等方面提出了消极性集群行为信息治理路径,以期对自然灾害事件中民众消极性集群行为的信息导控有所助益.

@@@@Abstract Natural disasters bring serious damage to the normal social production and life, and associated negative collective behaviors such as collective apathy / panic, crowd escaping, and doing chaos by taking advantage of disasters make the situation even worse, thus ap-propriate measures must be taken to eliminate the devastating effects. Information is one key factor for the development of negative collec-tive behaviors. This paper intends to research the impact of information on negative collective behaviors. By analyzing the implied infor-mation barriers from aspects of information sending, conducting, adopting as well as feedback, the reasons causing negative collective be-haviors are explored. Finally, for each obstacle factor, some information governance paths such as constructing natural disasters emergence knowledge platform, strengthening the ability to govern network and enhancing information feedback are proposed with the expect of provi-ding real help to guide and control negative collective behaviors.
