目前,水资源短缺和水环境污染已成为制约我国经济与社会发展的一大障碍.而作为水排污权的二次分配手段之一的水排污权交易,发展空间巨大.本文概述了美国EPA所建立的相对完善的交易制度的设计和发展,同时分析了水排污权交易市场在我国的探索和发展情况,并讨论了我国水排污权交易存在的问题,为进一步推动我国水排污权交易的建立和发展提供参考.

@@@@Nowadays, water resources shortage and water pol ution have become major obstacles in economic and social development of China. Water pol utants emissions trading, as one of the means in water pol utants emissions re-distribution, has showed promising prospects. So far, the Environmental Protection Agency (EPA) in the States has established a wel-run system in water pol utant semissions trading. This paper reviews the relevant designs and practical experience of EPA, and the status in quo of China in detail. Meanwhile, the problems and difficulties in establishing water pol utants emissions trading in China are also discussed to promote its development and application in the future.
