    The present tender pricing models include quota valuation and the valuation with bill quantity. Their fundamental difference is that the sole basis of the quota valuation is quota, and the main basis of valuation with bill quantity is enterprise quota. This paper analyzes the application of valuation with bill quantity for tenders.
