职业教育的性质和使命决定了校企合作的必要性,然而在实践层面上,职业教育校企合作普遍存在“学校热、企业冷”现象,即所谓的“校企合作失灵”.作为营利性组织,企业参与校企合作本质上是向职业院校提供合作教育服务.成本收益分析可以刻画出企业提供合作教育服务的行为特征,并构建出合作教育服务供求模型;在此基础上,可以发现企业供给合作教育服务不足的原因是正外部效应和不确定性;欲矫正校企合作失灵还需要在政府管制和财政补贴方面作出努力.

@@@@The nature and mission of vocational education determines the need for school-enterprise cooperation. However,in the practice,the phenomenon of “schools’ zeal,enterprises’ unwilling” prevails,which is called “the school-enterprise cooperation failure”. As a profit organization,the enterprises’ participation in the school-enterprise cooperation is essentially to provide schools with cooperation education services. By cost-benefit analysis,the behavioral characteristics of supplying cooperative education services by enterprises are represented,and a theoretical model of a cooperative educational services market is developed;On this basis, applying the human capital theory and the basic principles of economics,the two main reasons for inadequate supply of cooperation educational services of enterprises such as positive externalities and uncertainty are pointed;At last the regulation and financial subsidies,the two measures to rectify the school-enterprise cooperation failure,are compared.
