分析了水稻生产全程机械化对于增加稻农收入、提高综合生产能力和促进现代农业发展必要性,介绍了黑龙江垦区由单纯耕作机械化向全程机械化转变、由小农机向大农机转变、由分散作业向规模经营转变的发展态势,针对发展水稻生产机械化存在的农机社会化服务体系不够完善、全程机械化发展水平不平衡、基础设施亟待加强和发展扶持缺乏等问题,提出统筹规划,创新农机经营机制,完善农机社会化服务体系,提升主体素质,提高科技含量,全面提高水稻机械化水平等建议.
