In The Outline of the Twelfth Five-year Plan of Guangxi Zhuang Autonomous Region, the party committee of Guangxi Zhuang Autonomous Region and the government proposed that "in order to build an innovative Guangxi, we should improve our own ability of independent innovation, strengthen the building of scientific and technological innovative system, in-troduce new talents, create an innovative environment for our people".
