Under the trend of economic globalization, knowledge has become an important production factor, while the provincial competitions mainly reflects in the gap between science and technology innovation. Constructing and improving the provincial innovation capability and competitiveness of provincial economy, is the basis and important way to promote the con-struction of an innovative country. This paper mainly studies the origin of the provincial scientific and technological innovation, development and prospect, and reveals the importance and urgency of the provincial science and technology innovation compe-tence.
