16个环渤海经济圈城市在利用外资方面具有相似的政策优势及地缘优势,具有很强的可比性.之所以对这16个环渤海经济圈城市利用外资的业绩与潜力进行分析比较,是因为这些城市具有相似的地缘优势和政策优势,在利用外资方面可比性很强.本文采用联合国《世界投资报告》提出的“业绩指数”和“潜力指数”概念和评估方法,分1999-2001年,2007-2009年两个时间段,对中国16个环渤海经济圈城市利用外商直接投资的业绩与潜力进行了定量分析.通过对业绩指数的分析,看出各市利用外资业绩状况及变化趋势.通过对潜力指数的分析,看出各市投资环境的优劣以及投资环境的强项与弱项所在.通过对业绩指数和潜力指数的交叉,把16个环渤海经济圈城市分为超潜力发挥城市、领先城市、落后城市和未发挥潜力城市等四种类型,针对各个类型提出吸引及利用外资的政策提供建议.

The bohai economic rim city 16 in the use of foreign capital has similar policy advantage and geographical advantage. In this paper the United Nations the world investment report puts forward "performance index" and "potential index" concept and evaluation methods, 1999-2001, 2007-2009, two periods of China 16 bohai economic circle city the utilization of foreign direct in-vestment performance and potential for the quantitative analysis. Based on the analysis of the performance index, see cities the use of foreign capital performance status and changing trend. Based on the analysis of the potential index, see the quality of different invest-ment environment and investment environment of the strengths and weaknesses. Through the performance index and potential index of the cross, the bohai economic circle 16 cities divided into super potential play leading city, city, city and not behind potential city, the four types, in view of the various types of attraction and put forward the use of foreign capital policy advice.
