素质是一个内隐的概念,它以能力的形式外显出来.过度地把考试成绩作为学生评优择优标准、未充分发挥大学生个性引导作用、缺乏创造力考核标准、与社会用人单位要求脱轨等,是影响素质教育的主要因素.所以实施素质教育关键在于找准突破口——即建立比较科学的大学生综合素质测评体系.为此,我们结合实际,积极探索并构建了以提高大学生综合素质为目的、以本科生为对象、以定性定量指标为标准、以不同权重为引导、以多维评价为方法、以特定类型的院校为适用范围的大学生综合素质测评体系,通过试用,取得良好效果.

Quality education, as a part of trans-century educational objective, has been proposed to due strategic height. Improving the comprehensive quality of undergraduates is the most vital part and parcel of national quality-oriented education. In terms of conception, Comprehensive quality is implicit, but capacity is its outward manifestation. Taking excessively the exam results as a criteria to evaluate students, not entirely letting their personality guide behavior, lacking the evaluation criteria such as creativity, and alienating from employers and so on, those which get in the way of enforcement of quality education. Therefore, the key to implementing quality education is to set up an undergraduates comprehensive quality evaluation system in a relatively scientific way. Then, integrating reality, we probe actively and set up an undergraduates comprehensive quality evaluation system which studies the undergraduates and means to improve their comprehensive quality by means of qualitative and quantitative criteria, guidance of different indexes, the multi-dimensions of evaluation, and certain institutes as the scope of application . After trial, this system has achieved good results.
