    this paper sorts out the culturalelements of Cixi system combing refined elements and urban characteristics of the local culture, mining Cixi cultural connotations.Then it puts forward the strategy of combining the cultural elements with the construction of urban development , shaping theimage of the city of Cixi personalized cultural characteristics, to bet-er guide the construction ofof Cixi city planning and develop-ment.
