为了研究中韩两国的大学—产业—政府三螺旋动态关系及它的特点,以SCI-E数据库中收录的中韩两国学者发表论文数据的互信息为测度指标,利用三螺旋算法进行定量分析.结果表明:中韩两国的三螺旋模型都是以大学—政府的合作模式为主导;而韩国的大学、产业和政府之间合作比中国更为紧密.通过中韩比较和分析发现,中国三螺旋模型的问题在于产业部门的贡献较低,导致大学—产业—政府三方不能紧密地集成以发挥协同效应;此外对科研的评价过于重视SCI论文发表等量化指标也影响了三螺旋动态关系.可见,为了促进我国三螺旋模型的发展,应该考虑提升我国企业的自主创新能力,并且注重对科学研究的评价和监督.

This study examines the university-industry-government triple helix dynamics and its characteristics in China and South Korea using the triple helix indicator (mutual information). We apply the triple helix algorithm for the quantitative analysis,and the data were harvested from the Science Citation Index Expanded (SCI-E). The results show that in China and South Korea the dominant collaboration patterns are university-industry collaboration;the collaborations among university,industry and government are closer in South Korea than in China. By analyzing and comparing triple helix modes between China and South Korea,the reasons that Chinese triple helix model was less efficient could be found as follows:the contribution of the industry sector was too small to achieve synergy effect of the collaborations of university,industry and government;in addition,the evaluation of scientific research emphasizing on quantitative indicators such as SCI papers published may have negative influence to the triple helix dynamics. It’s clear that in order to make Chinese triple helix model more efficient,it should be considered to enhance the industry’ s capability of independent innovation and pay more attention to the evaluation and supervision of scientific research.
