The China Telecom goal of maintaining the 3G network leading performance in 2013 re-quires to improve the ratio of 3G coverage, EVDO connection success and network dropping. It has be-come an important topic to innovate the network optimization method to maximize the benefit of exist-ing resources in limited condition. This paper elabo-rates a practical case and puts forward a new method of EVDO network structure optimization to achieve the goal.
