本文将风电项目的风险视为决策目标,凝练出“技术风险”、“经济风险”、“政策风险”、“环境风险”4大属性.通过提出一种基于多属性决策理论的风电项目决策模型,把各个属性值转化成无量纲的效用值,并采用特征向量法来确定属性指标权重,进而得到一个综合效用值,最后根据综合效用值来优选方案,为风电项目投资决策提供依据.
本文將風電項目的風險視為決策目標,凝練齣“技術風險”、“經濟風險”、“政策風險”、“環境風險”4大屬性.通過提齣一種基于多屬性決策理論的風電項目決策模型,把各箇屬性值轉化成無量綱的效用值,併採用特徵嚮量法來確定屬性指標權重,進而得到一箇綜閤效用值,最後根據綜閤效用值來優選方案,為風電項目投資決策提供依據.

This paper considered the risks as the decision objectives,and put forward the technology risk, economic risk,policy risk,and environment risk as the main attributes of this model.The model transformed each attribute into dimensionless utility value,and used the eigenvector method to gain the weight of each attribute,in order to acquire a comprehensive utility value,according to the comprehensive utility value, this paper made the decision,which supply a basis for the wind power project investment decision-making.
