为了满足广大群众健康需要,解决群众“看病难、看病贵”的问题,2009年3月中央出台了新的医改政策,根据新医改中《关于深化医药卫生体制改革的意见》(一下简称《意见》)以及《关于印发医药卫生体制改革近期重点实施方案(2009年—2011年)的通知》文件精神,作为基层公立医疗机构的乡镇卫生院是这次新医改工作的重点.新医改的主要内容是实行人事制度、分配制度的改革,初步建立国家基本药物制度,健全基层医疗卫生服务体系,使基层医疗机构回归其公益性.本文以广东省阳江市38家乡镇卫生院为研究对象,探讨乡镇卫生院在新医改实施过程中存在的客观问题及新医改的成效.

In order to meet the health needs of the masses, to solve the masses with the problems of“to see a doctor difficult and expensive”, on March 2009, the central authorities have introduced a new medical reform policies;the township hospitals as the primary public medical institutions response the new health care reforms, according to new medical reform documents "views on deepening medical and health system" (click the"comments") and as well as“Notice (2009-2011) about issuance of the recent important implement plans for the medical and health system reforms”. The main contents of the new health care reforms are implementation of the personnel system and the distribution system reforms, in order to initially establish a national essential drug system, to improve primary health care service system, so that primary health care could return to its public welfare feature. This text takes 38 township hospitals in Yangjiang City of Guangdong Province as subjects of study, to investigate the existed problems of the township hospitals in the implementation during the new health care reform process and the effectiveness of the new health care reform.
