国务院出台《关于支持福建省加快建设海峡西岸经济区的若干意见》之后,福、厦、泉等海西城市竞逐两岸区域性金融服务中心.如果定性地对三地建设区域金融中心的基础条件进行比较,三个地方各有优劣势.本文运用熵值法和灰色关联分析法对三地进行实证检验.实证结果表明,厦门最有条件成为两岸区域性金融中心,其次是福州,泉州大部分指标居于末位,很难与福、厦角逐两岸区域性金融中心.因此,“海西区”两岸区域性金融中心的构建应当形成“厦门、福州”两个区域金融中心,而发展模式应当采取混合模式.目前的发展策略为:充分发挥政府的推动作用,用好“先行先试”政策,打造两岸金融合作实验区,快形成海西金融集聚区.

Since the pass of the State Council’s plan to support the development of an economic zone on the west?ern side of the Taiwan Straits,Fuzhou,Xiamen,Quanzhou and other cities compete for cross-strait regional financial center. The three places have their own advantages and disadvantages of building a regional financial center in three ba?sic conditions. This paper uses the entropy method and gray correlation method to analyze the three places. The results show that,Xiamen has the best conditions for cross-strait regional financial center,followed by Fuzhou,most of the indicators of Quanzhou are in the end,it is difficult to compete for cross-strait regional financial center. Therefore,Fu?jian cross-strait regional center construction should form Xiamen and Fuzhou two regional financial centers,and devel?opment model should take mixed mode. The current development strategies are to give full play to the government’s role in promoting,use the“Early and Pilot Implementation”policy,build the cross-strait financial cooperation experi?mentation area,and form the financial agglomeration.
