文章构建了公共项目绩效管理考评指标体系,建立了基于AHP模糊综合法的神经网络考评模型,然后对考评指标体系进行研究.通过具体算例分析结果表明:文章所建立的考评模型能有效地测度绩效考评指标体系.而且此考评模型较好地克服了项目绩效管理考评工作中的主观性这一不足,突出项目绩效管理的价值导向目标,为推行公共项目绩效管理考评工作提供理论和方法上的借鉴,有助于更好地提高公共项目绩效管理效能.

The paper presents the evaluation index system of the public project’s performance management,establishes the neural network evaluation model based on AHP and Fuzzy Comprehensive Method and then makes a research on the evaluation index system. Through the analysis on a specific example,the result as follows,the evaluation model established in this pa?per can effectively measure the performance evaluation index system.And the evaluation model has overcome the subjective shortcomings during the appraisal work of the project’s performance management and highlighted its value orientation,which can provide the theoretical and methodological implication for carrying out the appraisal work of the public project’s perfor?mance management,so as to better improve the efficiency of the public project’s performance management.
