新型农村合作医疗制度自2002年开始提出并试点运行,是我国现行农村基本医疗保障制度,自其实施以来受到社会各界的广泛关注.多年来的试点表明,新型农村合作医疗对于农村劳动力素质和生活水平的提高,解决农民“因病致贫、因病返贫”问题起到了促进作用,但同时也出现了很多问题.现运用 SWOT 分析法,分析了新型农村合作医疗制度的优势、劣势、机会和威胁,并提出科学的制度实施策略.
新型農村閤作醫療製度自2002年開始提齣併試點運行,是我國現行農村基本醫療保障製度,自其實施以來受到社會各界的廣汎關註.多年來的試點錶明,新型農村閤作醫療對于農村勞動力素質和生活水平的提高,解決農民“因病緻貧、因病返貧”問題起到瞭促進作用,但同時也齣現瞭很多問題.現運用 SWOT 分析法,分析瞭新型農村閤作醫療製度的優勢、劣勢、機會和威脅,併提齣科學的製度實施策略.

The new type of rural cooperative medical care system which is China's current rural basic medical in‐surance system was widespread concerned by the community since its implementation in 2002 .It showed that the new type of rural cooperative medical care could improve the quality of the labor force in rural areas ,solved the issues of poverty caused by illness ,but the various problems were also exposed .The SWOT analysis meth‐od was used to analyze the strengths ,weaknesses ,opportunities and threats of the new type of rural cooperative medical care system ,and the scientific system implementation strategy was put forward .
