我国非营利性医院以其非营利性、生产性、经营性特性为维护公众健康、实现社会公益发挥了重要作用.由于市场机制的冲击以及政府职能的退缩,非营利性医院呈现卫生资源配置失衡、医疗市场秩序混乱、政府管理职能缺位、管理制度不完善等不良局面.政府应通过担当出资人或筹资者的角色直接提供医疗服务,加强卫生法制建设,规范医疗卫生市场,保障非营利性医院的健康发展,以履行其提供公平、高效的卫生服务等公共职责.

The nonprofit hospitals play significant role in maintaining public health and realizing social public profits. Due to the impact of market mechanism and the shrink of government function, there are in the management of nonprofit hospitals such problems as unbalanced health resource distribution, disorderly health market, lack of gov-ernment management and imperfect management system. Therefore, the government should play the roles of the hos-pital investor and financer to provide directly medical service, strengthen the health law construction, and regulate the market management of medical health service to ensure the development of nonprofit hospitals.
