There are many factors affecting reviewing quality on the part of peer reviewers of university journals,for instance, individual factors of reviewers, institutional factors, reviewing means, reading fee, per?sonal relations, interest conflicts, etc.. In order to improve the reading quality of peer reviewers and to ensure the agreement between reviewing comments and the academic level of contributions, the influencing factors of paper-reviewing quality, as well as some preventive or controlling measures, should be further studied.
