The fundamental research on the dynamic spectra of defense against toxicants used in chemical terrorism should have been developed to resist the worldwide aggravation of chemical terrorism. To do this, a synthetical evaluation method that represents comprehensive combination of some certain methods such as Delphi, Analytic Hierarchy process (AHP), grey evaluation, and fuzzy evaluation is provided in this paper. Examples show that this evaluation method is valid and reliable. In other words, this paper provides a new method for evaluating major potential toxicants used by terrorists.
