《票据法》制定之初即存在先天不足,在市场经济发展相对成熟之际,这种不足愈加明显并客观阻碍了票据制度的发展.因此,有必要树立票据最大有效性理念,明确票据流通性在票据法中的核心地位,修正与票据法理念相抵触的规定,补充司法实践明确认可的空白背书、空白票据等规则,吸收国外最新发展的电子票据、票据影像交换技术,推进和发展票据信用.
