    “三农”问题即“农村、农民、农业”问题.从农业的特殊性出发,认为通过实现农业纵向一体化经营、大力发展农户横向一体化合作经济组织是发展农业、保护农民利益、维护农村稳定、真正做到“农业增产、农民增收”的有效途径.
    “삼농”문제즉“농촌、농민、농업”문제.종농업적특수성출발,인위통과실현농업종향일체화경영、대력발전농호횡향일체화합작경제조직시발전농업、보호농민이익、유호농촌은정、진정주도“농업증산、농민증수”적유효도경.
    The“three dimensional rural problems”are the problems for agriculture, farmers and rural areas. With an analysis of the special features of agriculture, this article suggests that vertical integrated agricultural management and farmers’ horizontal integrated cooperation should be efficient ways to promote agriculture, protect farmers’ interest, maintain stability in rural areas and increase the income of farmers..
