Accurate flicker measurement in electrical power systems is the foundation of flicker assessment and mitigation schemes designing. From the point of the flicker mechanism and characteristic, the paper totally discusses the periodically changed loads and inter-harmonic, as well as its detection methods. It also proposes some research points in the future, considering that the deficiency of the IEC flicker meter for measuring fluorescent lamp flickers and interharmonic-caused flickers with frequency higher than 100Hz. Furthermore, the updates of the IEC 61000-4-15 and some design problems for the new flicker meter are also summarized in the paper.
