刑事立案监督线索是检察机关开展立案监督的基础,实践中监督线索的获得依然十分艰难.现行法律对立案监督线索来源的规定过于原则,有进一步探讨的必要.可以从加强对侦查机关刑事立案活动的监督,建立检察机关与行政执法机关的工作联系制度,广泛建立立案监督线索收集网络,加强对承办案件立案监督线索的审查四个方面进一步完善获得立案监督线索的途径.同时,应当扩大刑事立案监督的对象,正确把握立案监督重点,准确评价立案监督效果,正确处理侦查机关与检察机关的关系,完善刑事立案监督线索配套措施.
