随着我国现代化国际大都市数量的逐渐增多,来华外国人剧增,外国人犯罪问题尤其是外国人有组织犯罪问题正日益突出.近年来,上海市外国人犯罪涉嫌罪种相对集中,侵财类案件凸显,犯罪类型呈现一定的地域性特征,犯罪团伙组织结构向职业性和社会网络体系演变.上海警方在不断推进外国人犯罪侦查工作规范化建设的同时,开展了多方位的培训,提高了案件办理能力,加强了各警种、各部门的协作.

As the number of modern international metropolises grows in China, the problem with the foreigner crime, especially organized foreigner crime, is becoming increasingly prominent. It makes the 3rd crime peak after the floating population crime and the crime committed by people from Hong Kong, Macau and Taiwan. Based on the recent typical foreigner crime cases in Shanghai, the paper offers a portrayal of the characteristics and trends of foreign crime and makes an attempt to interpret it through such criminological theories as social network and rational choice. On the basis, the paper does some further research on the prevention of foreigner crime in Shanghai and makes an exploration into the relevant long-term control mechanism.
