作为灌区水利现代化建设的主要构成,灌区信息化建设内容广泛.在资金有限、灌区现实环境约束的条件下科学地做好系统规划,是灌区信息化建设必须重视的基础课题.针对信息化建设的目标和内容,分析建设规划应坚持的开放性、先进性、可靠实用性等基本原则,并对影响系统运行的人员素质、运行管理、制度建设等关键因素提出合理建议.对灌区信息化建设规划具有较好的参考价值.

As the main form of water conservancy modernization construction of irrigation area, information construction of irrigation has extensive contents. It is the basic research which should be paid attention to scientific planning of the system in the condition of limited funds and irrigation reality environment constraint. Aimed at its goal and content, this article analyzes that the construction planning should adhere basic principles which are openness, advancement, reliability and so on. And the reasonable suggestions on the key factors which may affect the system operation such as the personnel quality, operation management and system construction are proposed. It has a good reference value for the irrigated area informationization construction planning.
