为满足智能变电站大规模建设需求,在分析基于 IEC61850标准智能变电站二次系统工程现状及不足的基础上,研究解决了 ICD 检测、二次系统设计以及 SCD 差异化比较等关键技术,并提出建立智能变电站二次系统全过程管控平台的方案.该方案基于上述关键技术,按环节理清职责,并明确各环节的工作内容和深度,综合运用技术手段和管理措施,实施对关键点的管控,全面、全程协调各环节、各参与方,实现闭环管理.青岛220 kV 南京路智能变电站工程验证了该方案的可用性和实用性.

In order to meet the demand of the large scale construction in smart substation, on the basis of the analyzing present situation and shortages of the secondary system in smart substation, some key technologies such as ICD detection technology, design technology of the secondary system and SCD difference comparison technology are solved and a practical scheme of building the whole process management platform of the secondary system in smart substation is proposed. Through making good use of technology and management measures, the duty of relevant department and the contents and depth of each link under the new form of technology become distinct. Furthermore, the key points and the whole process of the project are effectively managed. The feasibility and practicability of proposed scheme have been verified with the project of 220 kV Nanjing Road smart substation in Qingdao.
