With the rapid development of mobile internet, the traditional telecom operators are facing more and more challenges. Based on the existing network of China Mobile in this paper, the construction strategies of smart pipes are discussed emphatically from such three aspects as user, network and resources,which are expected to be used as reference for the next network arrangement.
