影响港口工程的不安全因素主要有人的不安全行为和物的不安全状态,然而物的不安全状态往往与人员疲劳作业、违章作业、指挥、管理、决策失误等不安全行为有关.统计历年港口工程发生的安全事故,98%左右是由于人为因素造成的,统计唐山港煤码头续建工程的安全隐患发现,95%左右安全隐患属于不安全行为的因素.由此可见,不安全行为是引发安全事故的主要原因,管控不安全行为能有效杜绝安全事故.本文从不安全行为产生的原因入手,结合唐山港煤码头续建工程的做法,提出管控措施.

@@@@Human unsafe behavior and things’ unsafe condition are two major unsafe factors in port project. Furthermore, unsafe condition of things usually relates to human unsafe behavior such as human fatigue operation, operation against rules, command failure, management misstep and decision-making mistakes and so on. According to incompletely statistics, 98%safe accidents were caused by human factors in port project;and 95%potential safety hazards were due to human unsafe behavior. Therefore, it is concluded that safety accidents are mainly due to human unsafe behavior, and management and control of human unsafe behavior will effectively prevent safety accidents. This paper has analyzed causes of unsafe behavior and put forward management and control measures based on the practical construction situation of the Second Phrase Project of Tangshan Coal Terminal.
