从全面实现小康社会的目标来看,重点和难点在农村,关键在于县域经济的全面、协调发展.目前,常德市县域工业化基础薄弱、产业层次低、发展不平衡,应从积极推进优势农产品加工转化;以汇聚各类生产要素为重点,突出抓好环境优化;努力优化县域经济的所有制结构和企业组织结构,增强经济发展活力;推进城镇化建设;完善县域市场体系,实现与市场经济的全面对接等五个方面着手,这对加快县域经济发展步伐,繁荣常德市农村经济,促进城乡统筹发展,全面建设小康社会具有十分重要的意义.

To realize a moderately prosperous society,we should place our priority on the rural areas.And the key is an all-round and bal-anced development in the prefectural economy.At present,The prefectures in Changde suffer from a weak industrial base with low-level industrialization and unbalanced development.Thus,the processing and conversion of advantageous produce should be vigorously promot-ed,with the emphasis on pooling various productive factors and highlighting the optimazing of the environment.We should focus on the structural optimization of the ownership and enterprises in the prefectural ecomony,the strengthening of the economic development vitality, the enhancement of urbanization,the improvement of market system,and the integration with the market economy,which are of great sig-nificance to speed up the economic pace,prosper the rural economy,promote the coordinated development beween urban and rural areas and construct a moderately prosperous society.
