水力发电是当今社会新能源发展很重要的一个领域.在我国,水电建设也是方兴未艾.但由于管理制度和观念等方面的原因,在我国水电建设过程中,费用管理一直不尽如人意.如何提高水电建设中费用管理的效率,对于节省建设资金、促进我国水电事业的发展具有极其重要的作用.针对我国水电建设项目费用控制中出现的标准缺失、管理粗放、评价方法不尽合理等问题,引入了灰色关联度分析法,在对其传统算法进行分析改进的基础上,建立了组合赋权法和灰色欧几里德加权平均关联度,进而构建了水电建设项目费用评价模型,并通过一个实例验证了该模型的可行性和有效性.结果表明:项目建设规模是最重要的影响因素,在水电建设项目费用评价过程中应进行重点考虑.

Hydropower is one of the most important fields in the development of the new energy. In China, it is developing rapidly. Ho-wever, because of the management system and people's concepts, it exists plenty of problems of cost control in the process of hydropower construction in our country. How to improve the efficiency of cost control in this field is very important for saving construction money and pro-moting the development of hydropower in our country. Aiming at the problems in the cost control for the hydropower construction project in China such as the lack of the standards, the extensive management and the unreasonable evaluation methods, this paper introduces the method of grey correlation analysis and constructs the combinatorial weighting method and grey euclidean weighted average correlation based on the analyzing and improving for the traditional algorithm. Establishes the cost evaluation model for the hydropower construction project. Fi-nally, the feasibility and the validity of the model is verified by an example. The result shows that the construction scale of the project is the most important affecting fact, which should be given a key control in the cost evaluation process of the hydropower construction project.
