本文“向西发展”的视角是指国家的陆上“向西开放”战略格局,新疆应充分发挥面向中亚的地缘优势和区位优势,积极开展同中亚国家的经济合作.新疆的农业建设也应积极拓展同中亚国家的农业(经济)合作,包括农产品贸易、农产品生产和农业技术合作等.新疆与中亚国家的农业(经济)合作不仅有助于新疆农业现代化发展,也可充分利用中亚国家的农业资源.这种“向西发展”视角下的新疆农业现代化发展模式既不能照搬“内地模式”,更不能“模式依赖”.要综合考虑新疆地域特点和农村劳动力状况等进行发展模式创新,建立适合本地区农业现代化发展的特色模式,如构建新疆与中亚农业合作模式等因地制宜的本土化模式,推动新疆农业现代化建设.

In this article, the angle of"development to the west" refers to the geographically strategic pattern, that is, in Xinxiang, its geographical and location advantages should be taken into account so as to advance the economic cooperation with countries in Mid-Asia. This is also true for the agricultural construction including agricultural product trade and production as well as the related technical coopera-tion. Such cooperation not only assists the agricultural modernization development but also makes the most of the agricultural resources of Mid-Asia. In this perspective, the development pattern of Xinxiang's agricultural modernization can neither imitate that of the inland cities nor rely on their models. The innovation of development mode needs to consider comprehensively of the regional characteristics and the con-dition of rural labor force and establish the proper development mode of agricultural modernization in xinjiang, such as the Xinxiang's agri-cultural cooperation with countries in Mid-Asia will propel the construction of Xinxiang's agricultural modernization.
