目前,电力建设企业可选择的投标项目数量往往多于其可以承担项目能力的数量,而施工项目是实现电力建设企业战略的载体,项目的好坏直接影响着企业的长远战略发展以及核心竞争力的提高.因此,通过构建一套以企业战略为导向的多项目优先级评价指标体系,采用改进的灰色Minkowski-TOPSIS模型分别从位置和形状相似性上评选出最符合企业战略以及企业利益的项目,作为投标决策的依据,选择具有最大附加值的项目进行投标,具有积极的意义.最后本文运用实例,描述了基于改进灰色Minkowski-TOPSIS模型的多项目优先级评选的计算过程,证实该模型的可操作性.

Currently, electric power construction companies face with a situation that the number of projects can be selected to bid is often more than the number of projects within companies' ability to undertake, we know that projects are the electric power construction companies' carrier to achieve theirs strategy, so the selected projects impact companies' long-term strategy development and core competitiveness improvement. Therefore, build an enterprise strategy oriented multi-project priority rating index system, utilize the improved grey Minkowski-TOPSIS model to judge, to select the project with the most enterprise strategy conformity and benefits, which being similar to the ideal project from the position and the shape, as the basis of bidding decision-making, to select the project with the greatest added value to tender, having positive significance. Finally, a representative case illuminates the applicati-on of the model, which pictures the calculation procedures and verifies the operability of the model.
