在人才竞争力相关理论和已有研究的基础上,借鉴目前已有的城市人才竞争力、国际竞争力指标体系,根据指标的合理性和数据的可得性,结合内蒙古的现实,确定了人才竞争力评价的指标体系,并且运用建立的指标体系,对全国31个省、市、自治区2006到2010年五年的指标数据进行了综合测度和排名.研究结论是:内蒙古人才竞争力整体稳步提升,在全国属于弱区,在西部处于中偏上水平.从人才竞争力水平的四项因素分析,人才本体明显提升,但质量较低,人才投入有明显增加,但差距较大,人才产出不升反降,产出能力处于偏下水平,人才环境有所改善,但整体处于劣势.

Based on the theories of talented person competitiveness and existing research, drawing on the existing index systems of ur-ban talented person competitiveness and international competitiveness,according to rationality of indicators and available data, the paper identified the talented competitiveness evaluation index system which in Inner Mongolia combined with the reality. The paper carried on measurement and ranking to the thirty-one provinces, municipalities and autonomous regions around the country in the five years from 2006-2010 using the index system which have been established. The research is discovered that the talented competitive-ness of Inner Mongolia has been improvement steadily, but falls behind in the country, and has being an upper level in the west. We can analyze from the four factors of the talented competitiveness, ontology on Talented Person improved significantly but the quality is lower and the efforts input on Talented Person is increased obviously, but falls behind from the other improved provinces; the Talented output capacity is in the lower level; environment on Talented Person has improved, but which is in the disadvantage in the overall.
